Europe flight plan detail

Dear friends
I get this waypoint from a EUR data base part of route from LIRF to LHBP ( Rome to Budapest )
RASIN/N04430F310
RASIN is the waypoint but ¿ What does the /N04430F310 means?
It seems have some connection with FL310?
Please help me to clarify this waypoint detail.

N0430F310= 430 Knots TAS at FL310. The link above also has much more excellent information.

RASIN/N04430F310
This defines the point where the flight with change altitude to FL310. This will occur at RASIN intersection or after the flight passes the coordinates N 44 degrees E 30 degrees.

OK, I went an looked up this FP. It's not N04430F310. RASIN/N430F310 is what it is. BIG difference. Just like Barry said N430F310 is 430 TAS at FL310

The primary reason is in the event of a radio failure. This would tell ATC of your intention to change altitude at RASIN.
It is likely the FL change was due to more favorable winds after RASIN, or new required RVSM altitudes and the higher you are the less fuel you burn. Passenger carriers are required to arrive at their destinations with a minimum of 45mins of fuel left on board. At my airline we plan to land with no less than 1 hour.
